I think the 15 replies is a slight exaggeration, 12 with 4 replies being yours. In your most recent thread, you did get some rather stupid and unthoughtful comments from people. (One of whom was later banned). Wherever I can, I try to ensure that people are giving suitable comments to people. It is in the rules too.
Now, those posts you have linked to are all very nice. A lot of time has gone into making them. It is also very generous of you to offer someone advice like that. Indeed when I started commenting here, I often went really far into each and every aspect of the board. But I realised that doing so is over the top, just like those examples. You have no garuntee that people will actually bother to take any of that info on board, they might just say "thanks" and not question anything you have said or worse still, no reply at all. You then have to multiply what you have written there by about 17 times, so actually cover all the posts. It is not the most efficient way of doing things.
With my personal reviews of a forum or an image, there is a very rough format to them, which I can produce in a reasonable amount of time, give some tips and not overload them.

these long rates I know they take a while to do them, but it's fun, as I love to see aministration techniques of other admins.
Yeah, I rounded up, so about 2/3 good rates and 3/4 bad rates were there than, that's kind of sad that the ratio is near 1:2, but it's better than ProBoards Support (one of the reasons I don't bother rating there often and problems with two of the staff members).
Images I can get done pretty fast, but it's boring for me to comment on them for some reason, I have a taste for graphics according to many, but I can't really offer criticism on how to improve.
as you and Craig suggested I stopped using numbers in rates, but I may use comparasions now and than to the stronger standing forums in design and or content.

You don't understand. PBS is huge. You get people who do lead lives so empty that they can spend their social life rating boards and images. Normal people -the ones who come online as part of their lives, and not as their life- are all that populate this forum. You can't expect that level of critique. Yes, there are people that give crappy critique, but you get some useful ones aswell. People try, don't squash them for doing so. ![:)](//storage.proboards.com/forum/images/smiley/smiley.png)

I'm the only one over the last few months who made even a vague attempt at that. When you'r as busy as me(and trust me, that's not excrusiatingly busy) it gets hard.

I'm unbelivable busy, I have 2 weeks of work to make up by Friday, rating and the net is a short escape for me, I enjoy this and I always find time.
