I am currently trying to develop a design style similar to this, but not really. The point is, I am terrible with the pen tool, gradients, texturing, blending, and basically everything that makes up the style. I have been searching the internet for tutorials, but I just can't find all that I am looking for. Does anyone have any suggestions for me?

I need tutorials for the pen tool and texturing/blending of shapes made with the pen tool. That annoys you? You can't just open up photoshop and blow someone away. You need to know what you're doing.

Try this tutorial for a start.I'll have to find the one Oliver linked me to way back when I began attempting vector work. It was really good. I'll dig through my old PMs and try to find it. The tut I posted is a good start, though.

Looking at that image, I would say that there probably is very little pen tool work there at all. That piece works rather well because of it's use of colour that's something which I think can take a little bit of time to exploit, but as they say practice makes perfect.
That image uses a lot of brushes and photos.
If you're using photoshop, I'd start off playing around with a photo, say of a flower. Start to play around (gently) with the Image>>Adjustment menu and its tools.
Select>>Color Range is also a nice one to play with for producing sort of outlines of things and faded colours.
