I did a paint sig a while ago and someone said it would be better if I done it using a vector program, does anyone know of any good free vector programs?

I'd suggest Inkscape. Only one I know of.

GIMP has a pen tool so you could use that too

Adobe Illustrator tends to be the industry standard, adobe should have a trial of it on their site.
It will take a lot of practice though, as it is extremely different from paint.

Ok those are both not very good know any good ones that aren't free?. If Inkscape isn't considered "good" enough, forget about Illustrator. Inkscape is very similar to Illustrator. It just might be unfamiliar to you because as Oliver said, the transition from Paint to a vector program is pretty radical. I'd suggest learning Photoshop or GIMP before diving into any vector programs. Learning how to use the pen tool in those two programs will greatly aid you in starting vectors.
