1.) create new image...n/e size is fine, i used 600 x 150 2.) hit d to reset your colors 3.) Select the gradient tool, then choose linear gradient 4.) on the gradient toolbar change the mode to diffuse, and check the last two boxes leavin the first one blank 5.) make several gradients until you com up with something that you like 6.) next select filter>>blur>>radial blur ... chnage the amount to 50, the method to zoom, and the quality to bes 7.) now select filter>>brush strokes>>accented edges ... use the default settings 8.) now select filter>>stylize>>glowing edges ... use the default settings 9.) duplicate the layer 10.) now select image>>rotate>>flip horizantal (make sure you are flipping the copy) 11.) go to the layer options and select either screen or lighten, depending on your preferance you sould now have something like this... 12.) now press Ctrl+U and check the colorize box to change the color of one side... i used 180,50,0

not bad. an easy effect. i would suggest using a color balance layer instead of the hue saturation at the end. gives a multi color feel to it.
