1. Make a new image 400x400/bigger/smaller doesn't matter 2. Fill it black 3. use the airbrush tool any size color is white 4. make the image look like this: 5. go to filter, liquify and do watever u want with it until it looks something like this: 6. press crtl+u and make it any color u want 7. make a new layer(crtl+shift+alt+n) 8. Fill the new layer black 9. pick the paint brush tool and piant the black layer with any cool brush u want to(color has to be white) 10. go to layer, new adjustment layer, color balance and pick any color and press ok then when the color balance comes out, choose any color(i chose blue) 11. Then your finished!!! My Result:
