1.Start off with an image size of your preference, give it a white background.
2.Press D to select default color scheme
3.Take a size 3px circular brush and scribble all over os it looks like a bunch of random lines.
4. Now go to filter>>blur>>radial blur use the settings:
Blur method: Zoom Amount: 100 Quality: best
5. Go to filter>>render>>lighting effects
Style: Blue omni, select whatever color you want and chosse your omni size whatever you think looks good. also make sure light type is omni as well. leave everything else default\
6. now you are finished and all you have to do is add your text and border the way you want
