first start with a new 600 wide by 150 tall steps 1. Pick a color. i used the blue color: 0000FF 2. Start Drawing lines all over the new pic. Don't get dark or cluttered up. Keep them a few pixels spaced apart. 3. Use Filter<blur<motion Blur. angle: 90 degree Distance: 20 4. Next use Filter<Sketch<Bas Relief Detail: 14 Smoothness: 3 Light Direction: Top 5.Then use Filter<Stylize<Diffuse Set it to Normal mode 6. Congrats you have your new water banner! Note: you won't get the exact same product every time. But, you will get like banners! Good luck!

Ummm... That realy doesn't look like water... Maybe a different title is appropriate like "fuzzy mess".

well, be mean y don't you. it don't look exactly like water sortuv like animated water check out this banner i made! that banner is the best water effect banner i've made. it's for a board. i don't put that much work into a banner unless it's for a really good cause i just whiped that one up for this tut it really matters on how much your lines are spaced apart. AND how many lines you use you may want to expiriment to get even better results. editing would be a great idea

if your color is darker than 0000FF it will look better

well i don't like to pick on other peoples work either, it doesn't look like water but i guess you can use your imagination...
look at my sig, this is a water texture i made, some may not think it looks like water, but all i did was...
1.] Horizontal gradient black to white 2.] Filters/artistic/sponge 3.] Filters/artistic/plastic wrap 4.] put a solid color over it in a new layer and put it in a blending mode until i got the color i wanted.
