STEP 1:
Make a new image at 300x100 white bg RGB Color. Then Press D to reset Settings. Then make the Background Layer Grey #AEAEAE.
This layer should be locked, well as its your default layer then it might be already locked.
STEP 2:
Now go to Layer, New, Layer and name it Pixel Bars. Now go to your Photoshop Tools and select the Single Row Marquee Tool located in the top left corner on the photoshop tools, check my right image to make sure you know where it is.
STEP 3:
Now you should have the Single Row Marquee Tool selected, and you should also be on the Pixel Layer - Am i Right? ehehehe. Ok now to the serious work, get the single row marquee tool and then move to the center of your image and then click on it - then you will notice a long line going across the center of the image like mine on the right.
STEP 4:
Now go to Select, Modify, Expand (Settings) Expand By: 2 pixels then press ok. Then get the paint bucket and change the foreground color to White #FFFFFF then paint inside the Row Marquee then press Ctrl D to deselect. Your image should look like mine on the right.
STEP 5:
Now go to the Pixel Bars Blending Options check my image on the right on how to do it.
Remember to right click on the Pixel Bars Layer to get the Menu Options
STEP 6:
Now follow all (Settings) below please.
Drop Shadow
Distance: 0 Spread: 0 Size: 7
Inner Shadow
Distance: 5 Choke: 0 Size: 5
Bevel and Emboss
Style: Pillow Emboss Size: 0 Soften: 0
Then press ok.
If you've never been to the blending options before then i think you should play around with them cos all my tutorial will contain alot of blending arounds.

Here's my edited pixel effect below.
Hint Hint: you can always make the expands bigger by i.e 4 pixels are what ever you like.
