STEP 1:Make a new image at 300x100 Transparent RGB Color. Then Press D to reset Settings, Now go to Layer, New, Layer and name it Motion Effect 1. Then go to Filter, Render, Clouds. STEP 2:Now go to Filter, Noise, Add Noise (Settings) Amount: 10% Distribution: Gaussian, and make sure Monochromatic is checked. Then press OK. STEP 3:And again go to Filter, Blur, Motion Blur (Settings) Angle: -45 Distance: 45 pixels. Then press OK. STEP 4:Now lets go to Image, Adjustments, Levels (Settings) Input Levels: 38|0.44|199. Then press OK. STEP 5:Press Ctrl U to go to the Hue/Saturation or go to Image, Adjustments, Hue/Saturation (Settings) Check Colorize Fist, Hue: 133 Saturation: 10 Lightness: 0. Then press OK. STEP 6:Now go to the bottom right hand corner and click on the Layers Tab, and then click on the Motion Effect 1 layer and duplicate it by right clicking on it and then select Duplicate Layer and name it Linear Burn Effect. Now click on the Linear Burn Effect layer and set the blending mode to Linear Burn. Your settings should look like mine below. STEP 7:Now if all went well! you should have somethink like mine.
