Here's how I make my buttons in PS. Open a new RGB mode file about 100x20. Make an outline the whole way around using a 1 px thickness. Delete the corner pixels. Then use the the marquee tool to select inside the outline. Fill the outline with a gradient (on a new layer if you wish). Now make a new layer and make a white line just above the bottom black line and just to the right of the left black line. Then do the opposite with black so that you have a half black and half white box inside the original one. Finally change that layer's blending options to overlay. That's it. Here's the one I did for the tutorial with text added:

What is the easiest way to draw the outline?

I've got PS, but I'm not very good with it (yet) What is the easiest way to draw the outline? you can use the pencil tool at 1px and draw a line around the edges, or fill in the whole thing the color of the out line, then draw a rect 1px away from all the sides, the just use the eraser on that part.
