Start off with a 400x300 image, and fill it with solid #888888 color. Create a new layer, pick the marquee tool, and randomly add and subtract from your selection using the shift and alt keys. Hit d to reset your colors to default, and hit Alt+BackSpace to fill your selection with black. While it's all selected, go to filter>pixelate>fragment and repeat the filter again. Then go to filter>stylize>glowing edges and repeat the filter again. Afterwards, deselect your selection and go to edit>stroke, and make sure the width is 1px, the color is black, and the location is outside. Set the layer style to soft light. Now, create a layer so that it's second from the bottom. Fill it with white, and go to filter>texture>patchwork. Change the cell size to 2, and the relief to 0. Change the layer opacity to 50%, and the layer style to multiply. Now, I've forgotten where I was going, so you can mess around with what you like, such as colors, contrast, etc. Sorry for that bubble in the third image. *note: the images above are 50% size [EDIT] Thanks for moving this to the right place.
