1. Make a new 400 x 400 document with a white background. 2. Press D to reset your colors. 3. Make the Foreground color Black . 4. With the paint bucket tool fill the background with black. 5. Now, set the forground color to gray. 6. Using the Radial Gradient tool make gray circles not touching each other around the image. You should now have something like this: 7. Now, using the reflected gradient tool make random gradients across the image with the foreground color as Black8. You're almost done! Now just go to Filter>Artistic>Plastic Wrap9. The finished product shoud look like this: You're Done! Also, try different combinations of gradients to get diffgerent looks. I got this look once before: Have Fun!

I would like to do this effect but I can't because I can't resize or mave any of the gradients. I have PS 7.0 and and going to the Layer, New layer fill, then gradient method. Am I doing it right?
EDITED: Dont't worry, figured it out. Had to raterise the layer first.
