This was something i threw together without actually thinking about it
Step 1: Make a new image with a transparent bg.
File > New or CTRL+N
These are the settings i used:

Step 2: Now, once you have that 16x13pixel transparent image open, select the Airbrush Tool and then select two colors you want to use on your material palette. (I'm using 000000 for my foreground and 242424 for the background).
NOTE: Whatever you choose as the foreground color, will be used for the border/outline of the folder. And whatever you choose for the background color will be used for the inside of the folder.
Step 3: Now zoom in to about 1500 or 2000 (whichever you think is better). And now reselect your Airbrush Tool and set the size of it to 1pixel. Also set it to 100% hardness.
Now, using the foreground color, we are going to do the outline of the folder.
To the far left side, 3 pixels down (on the fourth pixel) start a vertical line, which will go all the way to the bottom, except by one pixel. So you should have a 3pixel gap at the very top left, and a 1pixel gap at the bottom left.
Now, on the bottom line, go one pixel to the right, from the vertical one you've just drawn. And make this line go all but 1 pixel to the right.
So far the folder should be looking like this:

Now just press CTRL+C to copy what you have already, then press CTRL+E to paste it.. Now whilst it is still selected, press S to select the Selection Tool. Now press CTRL+M to mirror the selected image, then move it so it fits onto the canvas perfectly.. basically so it is the opposite side of the one already there. Like so:

Now press CTRL+D to deselect the selected part of the image. And now select your Airbrush Tool again.. Using the same foreground color, make a 1pixel dot just about the right vertical line, then go to the left one pixel and up one pixel. And do another 1pixel dot. Then do that again so that you have reached the top of the canvas. Now, on the very top line, go right 3 pixels..
Now you should have this:

Almost done with the outline.
Now go down diagonally to the left twice (2 pixels).. So you then have this:

Now draw the rest of the line to almost join onto the line to the left side. Like so:

Step 4: Now select your Flood Fill Tool. Do this by simply pressing F on your keyboard.
Now fill the middle section of the folder with your background color. Remember, I'm using 242424.
So now you should have something like this:

Step 5: Now after that i normally experiment with things to make different looking folders. But to give that a bit of tone, select your Airbrush Tool again, and then set either your foreground or background color to a lighter color than what was used to fill the folder. (I used 242424 for the middle of the folder, so I'm going to use 343434).
Now simply do what Ive done on this image:

And thats the normal folder complete..
Obviously, if you use the colors i used, then the folder would be best used on a dark forum
Now, if you want to make a sticky folder, then continue to read this..
Step 6: Now, choose your outline color again with the Airbrush Tool and from about 3 pixels to the left, make a vertical 1pixel line. So it should be on the 4 pixel.. Then on the bit to the left, it should be 2pixels that have the colors of the filled folder, replace the color of the lighter bit with your main folder color. Now, make a 1pixel vertical line 2 pixels away from the other one you have just done, to the right. Now pick a color and color that in.. Should look something like this:

And there we go, you now have a sticky folder..
For something like a locked folder, do the steps for a normal folder, then add something in the bottom right corner, such as a simple bit of coloring. And then for a sticky lock folder, do the sticky folder, and then add the locked bit of color to the bottom right corner..
I hope this is some what usefull..
