Download PSP 9 from Corel www.corel.com/servlet/Satellite?pagename=Corel3/Downloads/TrialsAs for the transparent image, when you create a new image choose transparent under background color. I guess you may be seeing a white background because you are saving/exporting it as a jpg. You need to save/export as gif or PNG for transparency to remain intact. Can't view the background you posted

Well that's a very subjective question. It really depends on what you want to accomplish. If you are going to creating high end grahics and it will be your profession, PS is the way to go. But if you are doing graphics as only a part of a business or for a hobby, PSP then. You still have to consider Corel graphics. I use all 3. Using the Corel's vectoring to create and then import into PS or PSP all the time. Really depends on what I need. PS is such a hog to system resources at times, but can handle large images with ease. PSP with complicated effects and large files is awful too. I believe any plugin that is adobe capable can be used in PSP. There may only be a few exceptions, but then again I'm not positive.
Best Version of PSP is always the latest, PSP 9

To gain transparency when saving it as a gif image select the Optimiser and follow that to get transparency.
