1. I'm guessing you mean the border. 1 of two (well three) quick ways: A) Image>>Add border B) Make a selection of the whole image with no antialias and no feathering. Then go to Selection(s)>>Edit/Change/Something like that>>contract Then do by however many pixels you want. Then Selection(s)>>Invert Then color whatever color you want.
2. Use light colors, like white. You can also use the lighten dark tools.

If you mean the diagonal lines, there is a tutorial on how to do that in the tutorials section.
As for the brightness, its more like contrast than lightness. Contrast is fun. Go to Adjust-> Brightness & Contrast-->Brightness/Contrast. Adjust to your liking. I use this tool on almost every one of my graphics.
