I wish to know how to transform a picture into something resembling this.Do I use a filter? Do I adjust the image in some way? I'd love some kind of explanation. ...And, no, it's not for what you're thinking of.

Play with the contrast of your image - those "andy-warhol" silk screen esque photos use high contrast to achieve the effect and I believe that is something you're looking for.
After you figure out the settings you want you can than go from there.

Go to Image --> Color Mode --> Greyscale Then go to Image --> Adjustments --> Brightness/Contrast Push the Contrast slider up to the top, then adjust the Brightness slider until you like the picture. Also, vectorise it, so you can save it as a preset shape in PS for future use.
