Choose a foreground colour that you want the border to be. Make a new layer above all other layers. Hit CTRL+A to select the whole canvas. Go to Edit. Click Stroke. Make sure it's 1px, or change it to 2px or 3px or whatever if you want a thicker border. Click OK.

heres a different way i dont no if its the proper way but it works for me.
1. make your gfx. 2.make a new layer. 3.use the rectangular select tool to make a box in the center of the image near the edges. (the smaller it is the thicker the border). 4. Go to Select ---> Inverse. 5. Chose the fore ground color you want the border to be and select brush and color between the lines. (dont worry it wont go on to main image as it is masked off now.) Thats it. But........ You can make the border moe interesting by going to blending options in the layers palet. And fiddleing around with the effects ultil you get your desired effect.
This is for CS2 but it may work on other photoshops i am not sure.
Hope This Helps ~Aussie~

Another way is to select all, choose select -> modify -> contract and contract by the number of pixels, then inverse the selection (shift + ctrl + i). I find this to be the easiest, I use hotkeys the most.
