1. Select Pen tool. 2. Set Pen Tool to Paths mode. 3. Using pen tool, draw out where you want the dotted line to go. If you don't know how to use the Pen tool, try this. 4. Select brush tool. 5. Open Brushes tab. img414.imageshack.us/img414/7843/brushestabas9.gif6. Bottom slider. Spacing. Pull the slider along to the right until the preview window shows you the kind of dots you want. (Long dots are harder to achieve, so stick with normal round ones for now) 7. Make a new layer. 8. With the brush tool still selected, and the pen tool's path still visible, press the return key. Viola.

Or, if you are running CS or higher, get a small sized soft stroke brush and add a scattering brush effect to it.

lmao. Ok.
1. Open up the Square Brushes set from the brush menu. 2. Choose one that's got sides as long as you want the long dots to be. 3. Open up the Brush editor tab. 4. Increase the spacing so the square stroke becomes a line of separate squares. 5. Look at the "compass" thing above the spacing box. It's white, with a circle with an arrow in it. Click on one of the black "handles" and draw it in to the center of the circle. Watch what happens to the brushstroke. Stop when the squares turn into "dashes". 6. Click on "shape dynamics" at the left of this window. It's the first item in the checkbox list. 7. Set everything to 0 or None. 8. There is a drop-down box under "Angle Jitter". Change it to read "Direction". Now the dashes rotate themselves according to where the line was drawn. It doesn't make the individual dashes actually bend though, so you can't really cleanly do tight curves unless you make the dashes smaller. 9. Do as above (my first post) with this new brush.
